Rick Brown started his career in the United States Navy and, after four years of service, decided to continue protecting and serving others by pursuing a career in law enforcement. He retired from the Pennsylvania State Police in 2010 after more than 29 years of service with the rank of lieutenant colonel. Mr. Brown then launched his own company, Transparency Matters, LLC, a law enforcement consultancy that is focused on building public trust through developing transparent policing policies and processes that reduce organizational risk, and engender trust within and outside of an organization. Transparency Matters is committed to continued public service by promoting police accountability, diversity, community education, training and monitoring.
As the owner and president of the company, Mr. Brown is responsible for facilitating guidance on police complaints, internal affairs, discipline and use of force, training, and monitoring law enforcement policy and process reform, and police recruitment strategies to attract and retain a diverse workforce. Mr. Brown is a highly accomplished individual who is very proud of the path his career has taken. He is particularly proud of the success his company has achieved, and receiving appointment by the Pennsylvania governor and state police commissioner as the first deputy commissioner of professional responsibility with the rank of lieutenant colonel in the department’s 105-year history. He attributes his success to his strong work ethic, moral values, faith, and strong belief in doing the right thing, as well as the influence of his parents. Looking toward the future, Mr. Brown intends to make a difference by bringing the police and the communities they serve closer together through transparent law enforcement accountability processes and diversity initiatives. He also wants to help the less fortunate by giving back and conducting business with high ethical standards that are purpose driven, rather than profit driven.
